You can use Data Manager to change the level 2 site ID contained in hits before they are processed, so that the data will be categorized correctly.
This could be, for example, replacing "44" with "4".
/!\ Warning /!\: this is a general example and may not be applicable in all situations. We're basing our example on there being no level 2 declared with an ID of 44.
Go to the Variables section and click New variable. Select the "Hit" source.
Select the "s2" parameter in the hit, which is the parameter containing the ID. Next, choose the "Replace a string" functionality from the side menu. Insert the incorrect value into the first field and the value you wish to replace it with in the second.
Name and save your variable as Pending release.
In the Configuration section of the Data Manager interface, hit Mappings. From here you can map your newly created variable to Pages > Level 2 sites. You will need to have a variable mapped to the Page value before you can affect the Level 2 value, however this can simply be a variable that gathers the existing page value from the p parameter in the hit without modifying it.
For the rule to work you will need to push it to production via Deployment > Release.
