You can use Data Manager to gather information from the URL and parse it into your page label.
Let's take a page with the URL http://www.site.com/MyPageName/ where the page label should be "MyPageName".
/!\ Warning /!\: this is a general example and may not be applicable in all situations.
Go to the Variables section, click New variable and select the "URL" source.
Choose the information you want to gather from the URL. First, use the "Parse and save > From the beginning" function, divide your URL using the "/" character as a separator, and select the number of the element you're interested in.
For http://www.site.com/MyPageName/, "MyPageName" is the 4th element.
Name and save your variable as Pending release.
In the Configuration section of the Data Manager interface, hit Mappings. From here you can map your newly created variable to Pages > Pages.
For the rule to work you will need to push it to production via Deployment > Release.
